The Head of Treasury Department is responsible for the full oversight of three key units (Asset & Liability / Liquidity Management Unit, Trading Unit and CFA Business Unit) under Treasury of the Bank. The Treasury Department is the heart beat or the engine of the bank and any mismanagement will expose the bank to risks which at the long run can collapse the bank.
The unit is responsible for
· Preparation of Asset & Liability Committee (ALCO) reports.
· Liquidity forecasting on medium to long term basis.
· Advising ALCO on interest rate and liquidity management.
· Prepares reports for cost of funds review of the bank.
· Pricing of customer liabilities.
· Engage in interest rate arbitraging.
· Ensures adequate cash for branch operations without idle funds.
· Ensures compliance with cash reserve requirements.
· Monitors overall liquidity position and ensure that stable excess liquidity is well invested in an investment product.
· Placement or borrowing of funds from the interbank market.
· Balancing daily position with the Central Bank.
The unit is responsible for
· Manage open FX positions to ensure regulatory compliance
· Engage in currency trading
· Ensure position-taking risks are well managed and loss trigger level limits are well observed. This should be done with the approval of the Managing Director (MD)
· Execute Spot, Swaps and Forwards
· Dealings with offshore counterparties
· Follow developments on international markets
· Managing the Bank’s HTM Books
· Bonds Trading and Broker Switching
· Purchase of Government Securities (T-Bills, Notes, OMO Bills, Bonds )
· Rediscount of T-Bills and Bonds
· Coordinate the activities of the CFA business.
· Selling of CFA product.
· Assist SBUs/Branches to manage customers who export to the UMOA region.
